英國為海外學生提供高質量的教育并在世界上享有盛譽。英國是很多希望到海外留學深造的學生的首選目的國。
英國政府于去年12月開始就學生簽證系統的改革進行了多方的咨詢。今天,內政大臣對英國議會宣布了經過廣泛咨詢后的結果。
他們宣布了新的方式--該方式不但減少對學生簽證系統的濫用,而且保護和進一步建立了英國作為高質量教育的提供者在全球所享有的盛譽。
內政大臣Teresa May說:
"國際學生不僅對英國經濟帶來極其重要的貢獻,同時也幫助我們的教育系統成為世界領先。
我的目的不是要阻止真正的學生來英國--而是減少對該簽證系統的濫用,并保護合法學生不被低質量的學校耽誤。
今天我要宣布的變化再次強調學生簽證作為臨時的途徑,旨在吸引最優秀的學生。新的學生簽證系統將確保學生在英國期間是學習,而非工作,并做出貢獻。
主要的變化包括:
1、從2012年4月起,想成為擔保機構的所有院校都必須獲得"高度信任的擔保機構",并且在2012年底前受到法定的教育監察機構的認證。這一措施將使大學、私立學校和公立延續教育學院在新的學生簽證系統下得到更好的發展。這更意味著英國將繼續歡迎高質量的國際學生。
2、為了確保吸引最優秀的學生,并讓他們融入我們的社區,好的英語水平是很關鍵的。所有學習本科及以上階段課程的學生必須擁有中上(即B2)的英語水平。
3、在英國大學和公立延續教育學院學習的學生將繼續他們現有的學習期間業余時間工作的權利,但其他學生將不可以工作。同時對于非大學的學生,我們將對其實習加以限制。
4、英國邊境事務管理署將有權拒絕在沒有翻譯的情況下不能用英語交流也就是不能滿足所需的最低要求的學生入境
5、只有在大學學習的研究生及政府資助學生可以帶家屬陪讀。
6、低水平課程的學生簽證最長時限為3年,而高水平課程則為5年
7、我們承認國際學生對英國經濟和社會發展的重要貢獻,所以將仍然允許新的國際畢業生留在英國從事技能工作。將來他們必須從第二層級(類別)的擔保人處獲得一份技能工作。這將確保國際畢業生能從事對英國以及他們自己都有價值的工作,或者畢業后回國。
英國駐華大使Sebastian Wood說:
"我們非常重視每年成千上萬的中國學生來到英國學習。這些變化旨在保障所有的國際學生可以接受最好的英國教育,并防止對學生簽證系統的濫用。這些變化對計劃來英國的中學,大學和公立繼續教育學院學習的學生幾乎沒有影響。想在學業完成后繼續留在英國工作的學生仍然可以實現他們的愿望。"

The UK has a worldwide reputation for providing quality education to overseas students. Britain is the destination of choice for many people wishing to study abroad.
In December the UK Government launched a consultation on the reform of the student immigration system. Today the Home Secretary has announced to the UK Parliament the results of this extensive consultation process.
They herald a new approach - one that not only minimizes abuse of the student immigration system but also protects and builds on the global reputation of the UK as a provider of high quality education.
Home Secretary Theresa May said:
"International students not only make a vital contribution to the UK economy but they also help make our education system one of the best in the world.
My aim is not to stop genuine students coming here - it is to eliminate abuse within the system and protect legitimate students from poor quality colleges.
"The changes I am announcing today re-focus the student route as a temporary one, available to only the brightest and best. The new system is designed to ensure students come for a limited period, to study not work, and make a positive contribution while they are here.
The main changes are:
1、From April 2012 all institutions wanting to be sponsors will have to be Highly Trusted Sponsors and become accredited by statutory education inspection bodies by the end of 2012. This will allow universities, independent schools and public sector further education colleges to prosper under a revised student visa system. It will mean that the UK can continue to welcome high-quality international students.
2、In order to ensure we only accept the brightest and the best and that students are able to be part of our wider communities, a good standard of English will be crucial. Those coming to study at degree level will have to speak English at an upper intermediate (B2) level.
3、Students at universities and publicly funded further education colleges will retain current work rights whilst studying but all other students will have no right to work, and we will place restrictions on work placements at courses outside of universities;
4、UK Border Agency staff will be able to refuse entry to students who cannot speak English without an interpreter and who therefore patently do not meet the required minimum standards.
5、Only postgraduate students at universities and Government sponsored students will be able to bring their dependants.
6、We will limit the overall time that can be spent on a student visa to three years at lower levels, as now, and five years at higher levels.
7、In recognition of the important contribution they can make to the UK economy, we will still allow new international graduates to stay in the UK to take up skilled jobs. In future they will have to secure a skilled job with a Tier 2 sponsor. This will ensure that international graduates undertake work that is valuable to the UK and to them or return home.
British Ambassador to China, Sebastian Wood said:
"We value highly the thousands of genuine Chinese students that come to the UK each year to study. These changes are aimed at ensuring that all foreign students receive the best in UK education. They are also aimed at preventing abuse of the student visa system. The changes will have little or no effect on the possibility of study in the UK for Chinese students who want to go to UK secondary schools, universities, or government funded further education colleges. For those who want to stay on after their courses of study and work in skilled jobs after their degree there will still be the opportunity to do so".
