英采用記點積分制:留學生將獲得兩年留英工作機會

英國開始引入“記點積分制”簽證體系。從2008年6月30日起,部分希望去英國的申請者將可以在新的“記點積分制”體系下申請英國簽證,申請者需要積累點數以證明自己可以為英國做出積極貢獻。只要符合客觀標準,如資格、薪資、年齡和對英國的了解等,就可以獲得相應點數。獲得了足夠點數的申請人便可以拿到簽證。2008年6月30日起率先引入的是“記點積分制”的第一層次,包括投資者、企業家、已于英國畢業的國際學生等人群,而對于學生、已獲得工作的技術工人和臨時工作者等其他層次人群的規定將在明年引入。

針對于英國畢業的國際學生的“畢業工作類簽證計劃”屬于“記點積分制”的第一層次,這一規定將取代原有的國際畢業生計劃(IGS)及蘇格蘭英才計劃。獲得畢業工作類別簽證的畢業生,可以申請留在英國最長達到兩年的時間。如果申請者已經通過國際畢業生計劃或者理工科畢業生計劃留在英國,在6月30日以后,則需要進行相應的留英身份轉化申請,持新的畢業工作類簽證延長他們留在英國的時間,最長可達兩年。在兩年時限到達后,如需繼續留在英國,則應轉而申請“記點積分制”體系中的其它類別簽證。

下列人員可以申請“畢業工作類簽證計劃”:

•通過理工科畢業生計劃(SEGS), 國際畢業生計劃(IGS)或蘇格蘭英才計劃(FT:WISS)而已經留在英國的人員

•現有的留英學生,包括學生、護士生、復考生、寫論文學生等

英國大使館文化教育處教育推廣主管吳媛媛女士表示:“新的‘記點積分制’簽證體系將簡化原有的簽證體系,令簽證申請程序變得更加高效、簡單、公正、透明。”

“畢業工作類簽證將為那些在英國學習的年輕人們找到高含金量的工作提供了非常好的機會,是他們在英國長期發展的橋梁。國際化的工作經驗將令他們回國后受益匪淺。”

“英國教育界與商界一直以來合作緊密,確保能滿足國際人才市場的需求。留英學生除了可以獲得高含金量的學歷,還可以在英國獲得專業工作經驗,這些都將為他們開拓自己的職業生涯奠定良好的基礎。”

The UK has introduced a new points based visa system. From 30 June 2008 applicants will need to amass points to satisfy the visa service that they can make a positive contribution to the UK. Points will be awarded to applicants for objective criteria such as qualifications, age, previous earnings and UK experience. Only those with enough points will be able to get a visa. The changes from 30 June 2008 only introduce the first tier of the points based system. Other tiers will be introduced over the next year.

The first tier includes the Post-Study Work category replacing the International Graduates Scheme and the Fresh Talent: Working in Scotland Scheme which will no longer exist. Successful applicants as post-study workers will be able to live and work in the United Kingdom for a maximum period of two years. If the graduates are already in the UK under the International Graduates Scheme (or the Science and Engineering Graduates Scheme that preceded it) and have valid permission to stay in the UK on or after 30 June 2008, there is a one off transitional arrangement in place where they could apply to extend their permission to stay in their existing category for long enough to give them a combined total of two years under their current category and the Post Study Work category. When they have been in the UK for two years, they are expected to switch into another category of the points-based system to stay in the UK.

People can apply under the Post Study Work category if they are:

a) In the United Kingdom with permission to stay under the Science and Engineering Graduates Scheme (SEGS), International Graduates Scheme (IGS) or Fresh Talent: Working in Scotland Scheme (FT:WISS)

b) In the United Kingdom as a student which includes students, student nurses, students re-sitting examinations and students writing up a thesis Jazreel Goh, Director Education Marketing, Cultural and Education Section British Embassy, said:“The new point based system will benefit applicants through faster, simpler and more transparent decisions due to stronger and simpler immigration laws.”

“The Post Study Work category provides a bridge to highly skilled or skilled work in the UK for young people who have studied in the UK.”

“This international work experience will prove invaluable to them when they return to China to work.

“UK education works closely with business to meet the developing needs of the global workplace. Combining their highly respected UK qualifications with skilled work experience in the UK international graduates will be able to get their careers off to a successful start.” Applicants shall go through three steps to apply for the Post Study Work category and will also be able to calculate how many points they will be awarded, and therefore if they are likely to be issued a visa, before making an application. Prospective applicants can use a self-assessment points calculator (at http://www.bia.homeoffice.gov.uk/pointscalculator) to decide if they have enough points to make a successful application.
